| A toolbar silently installs itself by other downloaders and can display pop-up ads. As quoted from the homepage of the Fizzlebar:
"Fizzlebar is an Internet Explorer* add-on that gives you added features to your web browser. After installation, the Search Bar appears as a toolbar band on your local copy of Internet Explorer.
The Search Bar software is offered FREE by Fizzlewizzle.com as well as affiliated sites that may promote our products from time to time. You, or another user on your computer has requested installation of the toolbar at a previous time. The toolbar does not install secretly or automatically.
In addition, we would like to emphasize that or software was NOT installed without permission. We do not use exploits, tricks or other tactics to distribute our software. Our software is promoted by hundreds of websites on the web, and installation can only be initiated by users agreeing to our terms and conditions, unless your security settings on your browser are configured to install without a prompt, which is not under our control. Also, other users of your same computer may have installed the software without your knowledge. If you still feel that the install was an error, you may want to double check your security settings on IE or closer monitor use of your computer.

The justification for adware is that it helps recover programming development cost and helps to hold down the cost for the user. Adware has been criticized for occasionally including code that tracks a user's personal information and passes it on to third parties, without the user's authorization or knowledge.
